Tick-Tock is a model used by Intel to follow every change to the micro-architecture with a die shrink of the process technology. Every tick represents a shrinking of the process technology of the previous micro-architecture and every tock designated a new micro architecture.
As the new IBM POWER9 will be a 14 nanometer chip, looks like it will take a while to see smaller processors in the market.
 – micro-architecture is the way a given instruction set architecture (ISA) is implemented in a particular processor.(Wikipedia)
