power: downloading Advance Toolchain

I wrote a small script which downloads Advance Toolchain packages for the architecture where it is running. You can get the initial version here.

Or just issue:

git clone https://github.com/rpsene/POWER101.git

cd ./scripts/advance_toolchain

./download.py

This first version only covers Ubuntu and Fedora for x86_64 and ppc64le. RHEL, SLES and Debian coming next 😀
